I see that the 3"x5" meant minimum size, right? Well, I have some students who have some containers smaller than that, like a travel soap container. Can these still be used? Will they be disqualified? They really do not want to have a lot of volume! Thanks!

The partner school shouldn't disqualify it - the post office is the villan here. You know what YOUR post office is like. They might say nothing for a small package, hit you with a fine, or not take it. We select VERY carefully where we have our packages mailed.
